This PR uses the config module (#401) to implement a method for skipping checking the dataset ID and dirty status from datalad datasets that are already installed.

Checking the ID requires cloning into a temporary directory. Checking dirty status requires a call to datalad status.

These operations are time conusming.

This PR requires merging #401 first.
