Stephan Heunis 66a3ee55a8 add main and base config for shacl-vue

the main config just has a single line that uses the external_config_url option
to point to the base config at 'shacl-vue-base.yaml'. The setup here is intended
to be used following the same pattern by any tenant config repo. The tenant will
specify their 'shacl-vue.yaml' config file with all their preferred options, and
in addition it should point to the 'shacl-vue-base.yaml' from this repo, in order
to read base (i.e. hub) -level config options. The user/tenant specified config
file options will override the base-level options.
